The SPD stat can be broken down into these tiers:
8s – Hellish slow
4s – Very slow
2s – slow
n – Fast
2f – Very fast
4f – Blindingly fast

The FREQ stat means how often they will move with their SPD stat.  5 means they are in constant motion, any stat below that means they have choppy movement.  The greater the number, the more frequent they will move.

The COOL stat means how many frames they have to wait before they can attack again.
